Epa s analysis shows that the mats rule and the cross state air pollution rule will not adversely affect resource adequacy in any region of the country. The mats rule has been in effect for years and the power sector has largely complied with its limits on mercury emissions and other harmful pollutants. The mats rule which then epa administrator lisa jackson signed in december 2011 required coal and oil fired power plants to reduce their emissions of mercury and a range of heavy metals and acid.
